#304 Chris Bayless - 30 Years Undercover Inside America's Most Violent Gangs
Episode of The Shawn Ryan Show · May 14, 2026 · 4 h 2 min
Retired ATF undercover agent Chris Bayless tells Shawn Ryan about infiltrating biker gangs, stash house stings, RICO cases, his PTSD, and his friendship with Mel Chancey.
Summary
Chris Bayless, a retired Bureau of Alcohol, Tobacco, Firearms and Explosives special agent, joined Shawn Ryan to recount a three-decade career spent largely undercover. After describing his upbringing in Chicago's south suburbs, the mentors who steered him toward federal law enforcement, and ATF's regulatory and enforcement roles, Bayless explained how he learned undercover work by being handed a car, cash and a gun within his first year, likening the craft to salesmanship and describing techniques such as "street theater" to build credibility.
Bayless detailed his work against the Outlaws in Joliet, his time as a hang-around with the Hell's Henchmen in Rockford as they patched over to the Hells Angels amid a violent war with the Outlaws, and a 15-month infiltration of the Grim Reapers that began with a staged courtroom argument to restore an informant's credibility. He explained how RICO and the Pinkerton rule allow prosecutors to charge entire criminal enterprises, and said he later learned from cooperating Outlaws that roughly 20 attempts or plans to kill him had occurred, only three of which he knew about at the time. He also described operations with Jay Dobbins, an FBI-assisted deal that yielded leaking dynamite, a bar beating during the Sons of Silence case, and ATF stash house sting operations, which he defended against allegations of racial targeting.
Bayless described the Cleveland incident in which a suspect held a gun to his face, which triggered months of nighttime anxiety and suicidal thoughts. He credited a therapist, the book Touching the Dragon, prolonged exposure therapy and EMDR with saving his life, and urged law enforcement officers and veterans to seek help. He closed by discussing the redemption of former Chicago Hells Angels president Mel Chancey, whom he arrested and now counts as a close friend, his own return to Christian faith, restoring Willys Jeeps alongside a man he once arrested, and his continued teaching at the ATF Academy.

- Chris Bayless
Bayless argues that AI-driven research by criminals will pose the biggest problem for undercover agents targeting organized groups rather than small street buys.
“you will run into it when you start to do groups, organized groups. Because at the end of the day, they're doing their homework on us every day”
- Chris Bayless
Bayless argues that America's adversaries cannot defeat it militarily and instead erode it from within through fentanyl and migration.
“They cannot beat our freaking military. They cannot. But they can put fentanyl into our country”
- Chris Bayless
Bayless says the ATF has never grown beyond roughly 2,300 agents, attributing this to its status as a political football.
“I think we had maybe 2,300 agents around the country at that point at the most, and we still don't have pretty much any more than 2,300 agents”

Bayless argues that Congress should define firearms legality clearly rather than leaving interpretation to the ATF.
“So in my opinion, ATF, it should be cut and dry. This is it. This isn't it. Everybody knows”

Chris BaylessBayless compares undercover work to salesmanship, in which the agent must sell himself to targets.
“Undercover is like sales at the end of the day. You're a salesman”
- Chris Bayless
Bayless says the breakdown of the nuclear family is one of the country's major problems.
“the breakdown of the family is one of the major problems in the country”
- Chris Bayless
Bayless contends that becoming a patched member is not the purpose of a biker infiltration; building a prosecutable case is.
“Getting a patch, that's not the goal. The goal is to make the case”
- Chris Bayless
Bayless reports that the Grim Reapers investigation produced 50 defendants across five states and the seizure of three clubhouses.
“We ended up with 50 defendants in five states. I think we seized three clubhouses under that”
- Chris Bayless
Bayless explains that the Pinkerton rule lets prosecutors hold every co-conspirator responsible for the acts of any member of the enterprise.
“Pinkerton Rule basically says, actions and statements of one co-conspirator are the actions and statements of all”
Listen from 1:55:08 · Racketeer Influenced and Corrupt Organizations Act
- Chris Bayless
Bayless says Hells Angels members structure their criminal activity as individual ventures to evade RICO, while club dues and activities are funded by those proceeds.
“The way they get around doing it is we're all independent operators. We're all doing shit on our own”
- Chris Bayless
Bayless says he later learned there were about 20 occasions when rivals were positioned to kill him during the Hells Angels investigation, of which he knew of only three.
“With the Angels, it was probably three that I knew of, but about 20”
- Chris Bayless
Bayless says Mel Chancey has gone out of his way to make amends to those he harmed and has sought God's forgiveness.
“I feel like he's gone out of his way to make amends to everybody pretty much ever beat up in his life”
- Chris Bayless
Bayless defends the concentration of stash house stings in minority neighborhoods by arguing that violent gun crime is disproportionately located there.
“I got to go to places where it's very violent and they're using firearms. And unfortunately, it's disproportionately in these communities”
- Chris Bayless
Bayless argues that proactive policing is returning after the defund-the-police period and is producing benefits in removing violent offenders.
“proactive law enforcement's coming back, and you're starting to see the benefits of that, which is taking these violent guys off the street”
- Shawn Ryan
Ryan argues that police are accused of racism both when they enforce the law in Black communities and when they neglect them.
“If you neglect it because you're labeled a racist and you let crime run rampant, you're a racist”
- Chris Bayless
Bayless attributes his breakdown to years of sustained hypervigilance, after which his mind and body finally gave out.
“When you operate at that hyper-vigilance level, at some point, your mind goes, oh, we're all done now”
- Chris Bayless
Bayless says that despite initial skepticism, prolonged exposure therapy reduced his anxiety within about five days.
“I noticed the anxiety level at about day five started to lessen”
- Chris Bayless
Bayless urges officers and veterans struggling with trauma to seek treatment rather than drinking to cope.

Chris Bayless is a former Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Special Agent who spent more than three decades working some of the most dangerous undercover investigations in the United States. An original member of ATF’s Enhanced Undercover Program beginning in 2000, Bayless spent years infiltrating violent outlaw motorcycle gangs including the Outlaws, Grim Reapers, and organizations connected to the Hell’s Angels, helping build major federal RICO prosecutions against organized criminal enterprises. Raised in a suburb of Chicago by two school teachers, Bayless was influenced early by mentors in law enforcement who shaped his path toward public service. After attending Manchester University in Indiana, where he studied Environmental Studies and Criminal Justice, he joined the ATF in 1987 in the Chicago Field Division. Throughout his career, Bayless worked major federal operations targeting violent crime in cities such as St. Louis, Oakland, Phoenix, Cleveland, and Albuquerque. His undercover work placed him deep inside biker gangs and other criminal networks, requiring years of operating under assumed identities in high-risk environments. Beyond investigations, Bayless served in the ATF Peer Support Program, helping fellow agents process trauma following critical incidents, including the aftermath of Waco. After decades of operating in violent environments and living in constant hypervigilance, he was eventually diagnosed with PTSD near the end of his career. Today, Bayless teaches at the ATF Academy, helping train the next generation of agents while reflecting on lessons from his career about trauma, resilience, faith, and redemption. Outside of law enforcement, he spends time restoring WWII Army Willys Jeeps and navigating life after decades of undercover work.
